The dates for Open Enrollment are changing. You will now be able to enroll in health or dental insurance for 2027 starting on October 23, 2026. The last day you’ll be able to sign up or change your plan(s) is December 23, 2026. If you enroll by December 15, your insurance will start on January 1, 2027. If you enroll between December 16 and December 23, your insurance won’t start until February 1, 2027.
Why did the date change?
In recent years, Open Enrollment ran from November 1 to January 15. A new federal rule requires Access Health CT to shorten its Open Enrollment and end it no later than December 31. This rule is now being challenged in the courts.
Regardless of what happens, we want you to have as much time as possible to shop, compare and enroll in health or dental insurance. We also know that the end of the year can get very busy. We want you to have the best experience possible when enrolling. That’s why we’re starting Open Enrollment earlier and ending it before the busy end of the year and holiday celebrations.
You can window shop starting on October 16. That means you’ll be able to anonymously browse the health and dental plans available for 2027 before Open Enrollment begins. You’ll have the chance to see what’s new and begin comparing your options. You can use this time to make a plan for when Open Enrollment begins on October 23.

- Over the phone. Call us at 1-855-805-4325. We’ll have extended customer service hours, including on Saturdays, during Open Enrollment. You can also use the live chat feature on any webpage to talk to an Enrollment Specialist. If you are deaf or have trouble hearing, you can call 1-855-805-4325 with a relay operator or use the TTY at 1-855-789-2428.
- With a personalized appointment. You can meet one-on-one with an Enrollment Specialist at the time and location that works best for you. An Enrollment Specialist can answer your questions and help you with your application for health or dental insurance. Appointments will fill up fast, so don’t wait to schedule your appointment.
- At an enrollment fair. We host enrollment fairs and events across the state year-round. During Open Enrollment, Enrollment Specialists and Certified Brokers will be there to help you sign up. We’re always adding new events, so check the list of enrollment events
- With a Navigator or Certified Application Counselor (CAC). These enrollment experts can help you with your application and enrollment. Navigators may also be able to help you with other resources to improve your health and wellbeing.
- With a Certified Broker. These professionals are insurance experts who can help you select a health or dental insurance plan and enroll. They are the only resource who can recommend a specific plan. Their help is free and unbiased. You can find a Certified Broker near you and one who speaks your preferred language.
